Language planning: the history of the concept, classification and fundamentals of legal regulation

Abstract. Problem statement. Language planning, being one of the stages of language policy, is of interest not only to linguists, sociolinguists, philologists, but also to legal scholars. On the one hand, domestic and foreign authors sufficiently highlight the characteristics of language planning, in terms of the disclosure of elements, types, stages, on the other hand, language planning needs legal consolidation and regulation, based on the data of linguistic science.

The purpose of this work is to study the history of the concept of «language planning», the grounds for classification, and the analysis of normative legal acts of the Russian Federation adopted at the federal and regional levels for the presence of provisions regulating language planning.

The research methodology is based on the analysis and generalization of scientific literature on the chosen topic, regulatory legal acts of the Russian Federation, international acts of universal and regional levels, comparative legal and historical methods.

The results of the study. Language planning as a phenomenon that appeared in the 60s of the 20th centuries has a large number of definitions proposed by various authors. Today there is a need to develop a universal concept. So, language planning is the activity of various entities, including state authorities, organizations, collectives, carried out at the federal and regional levels in order to support and protect languages. The main grounds for classification are a document fixing language planning, objects, subjects, levels of structure and legislative adoption, the procedure for fixing in a regulatory legal act, the nature of the phenomenon and others. Language planning and development of its foundations are contained in state target programs dedicated to the Russian language as the state language of the Russian Federation and the state languages of the subjects of the Russian Federation.

The materials of this work can be used in conducting the subject «Comparative sociolinguistics», «Legal sociolinguistics».
