Abstract. The article discusses the complex problems of formation cultural potential of the region based on development socio-cultural infrastructure of the region, assesses the dynamics development of the regional library system in the context of the national projects «Education», «Science», «Demography», emphasizes the role of state and municipal governments in the field of culture. The article assesses the development priorities library sphere as an element of culture, as a phenomenon characterizing the state of activity of the social environment of the region and municipalities in formation of the information environment. The article highlights the important priorities of school libraries the Komi Republic, such as providing students of educational institutions of the Komi Republic with federal state educational standards with textbooks and teaching aids, teaching materials, training and educational facilities; concentration of documentary sources on traditional and electronic media, providing access to intra-library and remote educational resources. The article focuses on the need to improve the reading and speech culture of students, introducing them to reading as the main type of cognitive activity, a means of spiritual and moral education and a form of leisure, assistance in acquiring self-education skills. It is important for the development of the cultural potential of territorial communities to accompany the process of education and training with tools of modern digital impact, the development of cultural competencies in order to develop society, and shape the future generation based on rich Russian cultural traditions.

The article focuses on the problems of the functioning of the regional library network, the need for state support, economic support for a number of management decisions to harness the potential of cultural objects in the educational process.
