Abstract. This article analyzes the main provisions of the ideology of the market economy, establishes its cause-and-effect relationships and relationships that develop within the market economy as a developing system. It is emphasized that the evolution of any developing systems involves the interaction of two opposing trends: the tendency to preserve and the tendency to change these systems. The author raises the problem of equilibrium, pointing out that to ensure the equilibrium of the developing system, the stability of its functioning and the balance of interests of its subsystems are necessary.

The validity of the conclusions made in the article is confirmed by the results of research by various scientists. It is emphasized That Prigogine noted that in conditions of instability, disequilibrium at a critical moment in the life of the system, it is impossible to predict the future, since any minor events or actions can cause the entire system to change, and history will go on a new path.

A.K. Zavodsky concluded that by organizing the functioning of the subsystem, guided solely by one principle, for example, the principle of utility, solving problems only of the current moment, the system loses the advantages that were achieved by combining elements into a group: it loses the ability to interact with subsystems in achieving different goals and disintegrates.

The author agrees with the opinion of R.I. Akyulov, who States that all the points of view common in the public consciousness regarding the distribution of resources in the country contribute to the strengthening of protest moods and uncertainty among the owners of capital in their future, pushing them to export capital abroad.

The conclusion is that the approach to the ideology of the market economy as the cause of a probabilistic risk system requires a stabilizing factor in ensuring the balance of interests of the subsystems, and thus ensure the stability of the whole social system.

It is summarized that the consequence of dictated conditions, the backbone of society, the social contract in the state is a Law that is mandatory for all without exception to its execution.
