Abstract. Does the stress and pressure of change affect ethical and professional behaviour? This article suggests looking at ethical leadership, its role in managing project change, finding out how social media can help manage change and lead to ethical leadership, and why focusing on the difference between ethics and compliance can support the project’s success.

Data on the peculiarities of project activity organization, project management stages, creation of control mechanisms, as well as the main measures to introduce ethical management of changes in project activity have been studied. Through the analysis it was revealed that as soon as possible it is necessary to fully introduce into the project management system along with the regional local self-government bodies, to establish a productive link of budget planning with strategic and project forecasting. In order to establish this connection, it is advisable for the executive authorities of the subject, based on existing experience, to determine the necessary measures for a safe start at the municipal and national levels of project management.

The role of ethics in change management is two-way. The project or program manager should understand the values of people, create a safe environment in which people have the opportunity to share their voice, communicate honestly and respect the feedback received. On the other hand, employees must acquire an ethical imperative about avoiding resistance, lies, or behind-the-scenes intrigues if their problems are addressed by ethical leaders, and the interests of the organization are fully understood.
