Abstract. Today, humanity is living a new stage of digital development that is in dire need of competent reflection and systematization, since it is associated with a change in the technological order, the transformation of economic growth mechanisms, which inevitably leads to a radical change in the paradigm of social life order. This article is devoted to the study of the main trends in the digitalization of public administration in a changing social reality. It is noted that quantitative and qualitative changes in global technological trends have led to the fact that without understanding the vector of digital transformation for society and government, it is impossible to talk about the breakthrough development of the country in the long term. Total digitalization actualizes the request for a conceptual rethinking of the essence, forms and key directions for the development of the digital transformation of Russian public administration. It is emphasized that the effectiveness of the digital transformation of public administration will be largely determined by the targets of this process, which require monitoring and assessing the level of digital maturity. It is noted that the phenomenon of digital public platforms is that the creation and development of new public services based on these platforms lead to institutional changes not only in the economy and public administration, but also in society as a whole. At the end of the article, conclusions are drawn about the ways and conditions for the implementation of successful digital transformation. Evaluating the effectiveness of digital transformation requires the development and accounting of various indicators that reflect the immediate, intermediate and final results of the implementation of the main activities in this area, as well as minimizing and preventing risks associated with the digitalization of society and the state.
