Abstract. The article is devoted to difficult cases of place names orthography on the material of normative legal acts of several constituent entities of the Russian Federation. The relevance of the topic is to improve the Russian orthographic rules regarding writing of geographical names. The novelty of the study lies in the use of materials of normative legal acts approved in the period from 2004 to 2019. The author identifies examples of legislatively approved changes in the spelling of place names on the basis of laws on administrative and territorial division of the constituent entities of the Russian Federation, laws on the establishment of municipal boundaries, as well as other laws related to the change in the spelling of geographical names. Classification of the revealed examples by types of spelling variation is carried out. It is established that most often difficulties in writing place names are connected with the use of uppercase and lowercase letters in compound geographical names, with the choice of a joined-up, hyphenated or separate spelling of place names, with the use of the letter ё, with the designation of ordinal numerals in place names, with the use of vowels after hissing consonants and letter ц, with the writing of unstressed vowels. It is revealed that the standardization of place names is not always complied with the rules of spelling. It is also revealed that different constituent entities can make opposite decisions when standardizing similar spelling phenomena. In some cases, spelling variation of place names occurs as a result of the lack of necessary recommendations in the spelling rules and the lack of adequate illustrative material. The specificity of place names, as a type of proper names, also imposes some restrictions on the application of spelling rules. The author makes proposals to improve the spelling of geographical names. The necessity of further research of normative legal acts to specificate difficult cases of writing of place names and to determin tendencies of place names standardization is emphasized.
