Abstract. The article deals with the institute of citizens’ appeals to public authorities as an object of modern sociological research. In the course of the study the relevance of the research was determined, which lies in the need to develop the institution of citizens’ appeals as a tool of communication and providing feedback from the state and society. The paper analyzes a significant amount of sociological data provided by national and regional institutions of public opinion research. In the course of working with the data of sociological research, it was found that not many studies are devoted to citizens’ appeals. Analysis of the works of foreign and domestic social scientists showed their narrow focus and new horizons of work. Most studies cover only the legal side of citizens’ appeals, that is, formal procedures for filing and responding to appeals. Much less attention is paid to the causes of the processes that cause citizens’ appeals. The total array of sociological data is given in digital form, i.e. the results of conducted surveys and their distribution, which forms a separate problem, which is the study of factors that cause the emergence of distribution of sociological data on territorial, social and economic subjects. One of the results of the study was the conclusion that insufficient attention is paid to the regional specifics of social relations. While at the national level sociological research is carried out by large organizations with significant funding, in the regions these competencies are vested in existing public institutions with insufficient funding. This situation jeopardizes the relevance and adequacy of sociological research, including with regard to citizens’ appeals. Thus, the prospects for the development of sociological research on citizens’ appeals should focus on regional specifics, expanding research on the results of citizens’ appeals, as well as the reasons that determine the emergence of these appeals.
