Abstract. This article analyzes the mechanisms for implementing the principle of equal opportunities in the system of higher and secondary vocational education for veterans of the special military operation. This paper examines the evolution of the concept of «equal opportunity» — from formally ensuring access to education to creating conditions for genuine success. The authors substantiate the need to integrate state preferences and targeted psychological and pedagogical support as the only possible means of successfully reintegrating combat veterans into society.
Particular attention is paid to identifying the cognitive, psychological, and institutional barriers hindering veterans’ education. These barriers include the effects of combat stress, long gaps in education, age-related changes, and the mismatch between military experience and the requirements of the civilian professional environment. The article analyzes existing state benefits, including quotas for state-funded places, free tuition in preparatory departments, priority entitlement to dormitory accommodation, and a social stipend. However, it is noted that these measures only create a material and legal foundation and do not guarantee successful completion of education.
The authors propose a model that combines recognition of prior experience, tutoring support, flexible educational trajectories, and comprehensive psychological support. The implementation of such mechanisms will transform the formal right to education into a tangible path to success, reduce the risks of social exclusion and marginalization for special military operation participants, and improve their life satisfaction and professional competitiveness. The study emphasizes the importance of shifting from a «quota policy» to a «support policy» to ensure an inclusive educational environment.
