Abstract. This article looks at a serious ethical contradiction shown in the plot of the American feature film “Richard Jewell”, filmed by director Clint Eastwood and released in 2019. In the process of working on this article, was conducted a questionnaire to determine how citizens relate to law enforcement agencies and their work. The results obtained during the study of public opinion can be used to improve relations between citizens, police and other law enforcement officials. Therefore, we can say that this article and the study in it are relevant at the present time, and have practical significance in the realities of modern Russian society, in particular in the competent construction of relations between state structures in the person of law enforcement agencies and ordinary citizens of the country. The article also proposed and organized the ranking of specific proposals developed personally by the author to address the emerging ethical problems within the framework of the expert survey method. Moreover, the author made a number of specific recommendations on the application of the conclusions of the article in the practical life and realities of Russian society.

The article was prepared as part of a planned study of the discipline «Ethics of State and Municipal Service» and the scientific school «State Policy and Management», which operates on an ongoing basis in the Federal State Budgetary Military Educational Institution of Higher Education «Academy of Civil Protection of the Ministry of the Russian Federation for Civil Defense, emergency disaster management».
