There was a need to explore the prospects and problems of talent management in cultural institutions and organizations representing creative industries in order to increase their efficiency and sustainability of development. In the process of research, the analysis of normative legal literature, historical analysis, analysis of statistical data within the framework of a formal-logical and rational approach were applied. The authors consider the cause-and-effect relationships of the need to change approaches to the formation of human resources and human capital management at the macro and micro levels, as a factor ensuring the effective growth of the economy of the new century.
