Practices of civic participation as a form of expression of the socio-cultural identity of residents of new territories of russia (on the example of the Lugansk People’s Republic)

Abstract. The article examines the practices of civil participation of residents of the Luhansk People’s Republic in the process of integration into the Russian legal and sociocultural space after 2022. The focus is on three key forms of civic engagement: participation in local government, nonprofit activities, and volunteer initiatives. It is shown that the institution of local self-government in the LPR is being formed in a transitional period, starting in 2023, later a regional law «On local self-government in the Luhansk People’s Republic» was adopted. The formation of the NGO sector was analyzed: according to the Ministry of Justice of the Russian Federation as of December 2024, almost 3 000 non-profit organizations were registered in new regions of Russia, a significant part of which operates in the social sphere.

It was noted that the inclusion of NPOs from new regions in the presidential grant system contributed to the strengthening of the all-Russian identity of residents of new territories, which was evidence of the recognition of NPOs of Donbass as full-fledged participants in the all-Russian civil society, able to compete for resources on equal terms with organizations from other regions.

Volunteer and cultural and patriotic initiatives implemented within the framework of the federal program «#MYVMESTE with Donbass» are considered. It is concluded that civic participation practices are not only a mechanism for social adaptation, but also a form of constructing a new regional identity based on the values of solidarity and patriotism.
