Abstract. The main objective of the study is to prove that the concept of «word strength » is an additional feature necessary for the diagnosis and qualification of an insult or humiliation event. The concept of «word strength» is able to explain the phenomena of speech that arise on the border of language learning, law and conflict management. The scientific novelty of the work lies in the disclosure and concretization of the concept of «word strength», as well as the justification of its meaning for linguistic practice. In the presented definition, the intensity of the word is considered as a new semantic quantity that characterizes the speech conflict. The peculiarities of the word strength functioning in relation to administrative discourse have been revealed. It has been found that given the extralinguistic factors, the intensity of the word gives the initial lexical unit greater offensiveness. It has been concluded that the intensity of a word is a value that depends on non-linguistic factors such as the social status of speakers and the dissemination level of information. The results thus obtained show that the strength of the word, and therefore, its offensiveness has been caused by change in its environmental functioning due to the transition of the word from one area of discourse to another, for example, from everyday speech to administrative one. Such transition is inevitably accompanied by change of indicators on the offensiveness scale, which is reflected by dictionary stylistic litters. As a result, there is a shift in the stylistic shade of the word from the position of «reduced» to «rough». In conclusion the phenomenon of mixing the concepts of offense and insult caused by the increased intensity of the word has been revealed. A controversial statement, not being formally offensive, can be perceived by the addressee of the speech not only as offensive, but even as insulting.
