Social compromise in the labor market: practices, resources, limits of sustainability

Abstract. The article deals with the compromise in the local labor market as a social mechanism that ensures the functioning of the system of relations between the employee and the employer in the labor market in conditions of its rigid segmentation. The authors define the essence of social compromise (as an agreement reached by mutual concessions), its role in the relations of subjects in the labor market, the limits of the compromise stability, the nature and scope of possible concessions and benefits. Also, basic and variable resources for achieving social compromise are considered, and their effectiveness is evaluated. Measures of social policy in the field of employment are analyzed with the selection of restrictive and incentive regulators. The following methods of sociological research were used: a sample questionnaire survey of the economically active population, including young and middle-aged respondents (18–45 years) in municipal districts of the Novosibirsk region in 2018–2019; qualitative methods: semi-formalized and non-formalized interviews; focus groups; case-study observations, including informal communication with residents. The authors present a novel approach to study the relations of labor market actors through the mechanism of compromise, including overcoming the quantitative and qualitative imbalance between the demand and supply of labor.

The study revealed unfavorable trends in the local labor market, such as the spread of jobs that require increased physical and moral stress (working days of more than 8 hours, shift work, temporary and additional employment, combining work functions, work where professional competencies are not in demand, etc.), while the level of formal education of the province population is quite high. The problem of low economic advantage from the received professional education, from the main work, from job-related training is not removed. These results were obtained using empirical data and indicators that reflect the problems of employment, youth employment, professional self-realization of graduates of educational institutions, and others. Taking into account the prevailing restrictive measures of socio-economic policy in the field of employment, the authors conclude that in such conditions, the social compromise of labor market subjects is able to solve mainly tactical tasks. On the contrary, it is necessary to achieve strategic goals of increasing the social potential of jobs, increasing profitability in the field of employment, and realizing the labor potential of the population without compromising their health.
