Abstract. The authors analyze the ethical and legal aspects of a new modern social phenomenon — a social movement whose representatives call themselves variously: «living people», «live-born men and women», «sovereign citizens», «citizens of the USSR», etc. Despite the differences in names, these associations demonstrate similar methods of influencing contractors and the public.
Against the background of the current international geopolitical situation and the dynamics of domestic political challenges, the study of the problem of the activities of «sovereign citizens» seems extremely relevant, since the existence of a new ideology with a certain system of ethical and legal views of extremist orientation is objectively confirmed by judicial practice and information available for research posted by activists of the movement on the Internet, as well as information, received as a result of familiarization with the assessments of the actions of adherents of the new movement in the process of interaction with various officials or citizens who do not hold any positions, but agreed to share personal experience of communication.
The authors of the work are faced with the task of identifying the causes of the emergence and ideological orientation of the newest social education; to give a legal assessment of its activities, which, according to the materials of judicial practice, is destructive and extremist in nature. The work contains a study of tactics and strategies of representatives of these movements, methods of their interaction with law enforcement and judicial authorities; channels for the introduction of a new extremist doctrine are evaluated.
