Organizational culture of the news television editorial office: from the subject of production to the agent of macrosocial impact

Abstract. This article examines the influence of the organizational culture of television news production on public culture. The aim of the study is to demonstrate that organizational culture functions not only as an internal regulator of production behavior (a subject of management) but also as an indirect agent of societal influence. The research draws on a synthesis of empirical evidence from industrial enterprises and on the author’s survey of employees of the Information Programmes Directorate at «TV Centre». The methods employed include a comparative analysis of theoretical approaches to culture (M. Weber, P.A. Sorokin, T. Parsons, A.Ya. Flier), a cultural-semiotic analysis of the visual and narrative means of television news reports, and a systematization of the broadcast functions of news content. De facto, organizational culture constitutes a full-fledged subject of the production process: it sets the boundaries for technology adoption and labor efficiency while simultaneously embodying meaning-forming and value-targeted elements. The study establishes that managerial impact on organizational culture in the media sphere acquires a macro-social dimension that is either absent from industrial contexts or manifested to a much lesser degree. When making decisions on adjusting the intra-organizational culture, the head of a television news department bears responsibility not only toward the organization’s employees but also for the cultural consequences for society as a whole. The conclusions can be applied in the development of personnel management strategies and editorial policies of television media.
