Abstract. The article summarizes the theoretical aspects of socio-economic development of rural municipalities. The content of the concept of «socio-economic development of the territory» is considered from the point of view of various methodological approaches combining objective and subjective assessments. The paper highlights the objective features of managing the socio-economic development of settlements. Based on the analysis of factors that slow down the process of the Russian village reaching a new qualitative level, the specifics of rural territories of the Russian Federation in the context of ensuring their sustainable socio-economic development are considered. A reasonable conclusion is made about departmental disunity in the management of rural territories at all levels of government.
One of the sources of empirical data presented in this article were the results of field studies, which include surveys of the population of the same from the municipal districts of the Rostov region. On the basis of the secondary analysis, an attempt is made to study the institutional transformations of the social and economic state of settlements in the context of the implementation of a two-level model of the organization of local self-government. The materials obtained during the sociological research reflect the subjective perception of the satisfaction of the population with the main spheres of life support according to socio-economic indicators. The article assesses the satisfaction of citizens with the institution of local self-government, defines the vectors of development corresponding to the increase of socio-economic development of territories and strengthening their financial independence. It is concluded that at the expense of local self-government, high-quality program documents should be developed and implemented that can really affect the socio-economic development of rural municipal education and have a positive effect in the form of improving the level and quality of life of the population. At the end of the article, measures are proposed to improve the management of municipal territories in the Rostov region.
