Abstract. In the article, the authors point to the spread of extremist crimes, including those committed using the Internet by «sovereign citizens»; analyze the concept of «extremism», note the peculiarities of qualification and draw attention to the need for interaction between various actors in the fight against extremism.

The authors draw attention to the international nature of the phenomenon under study, the presence of a common scenario for the development of events in different countries. The authors investigate the chronology of the appearance and classify destructive organizations based on tactics and goals of action. The article describes the mechanisms and ways of introducing destructive organizations into the public life of the country, reveals the threat of such organizations to the existence of the state. The authors note the existing difficulties for the legal qualification of acts committed by the organizers and members of destructive organizations. The study provides relevant judicial practice, analyzes the provisions of the norms of the Criminal Code of the Russian Federation.

Against the background of the current international geopolitical situation and the dynamics of domestic political challenges, the study of the problem of the activities of «sovereign citizens» seems extremely relevant. This state of affairs has become a weighty basis for continuing research work on the analysis of the activities of the above-mentioned associations.

The authors provide data from a sociological survey among employees and students of the Tver branch of the MosU of the Ministry of Internal Affairs of Russia named after V.Ya. Kikot. A random stratified sample was used in the survey, quotas and strata were the gender and age of the respondents. The results of the study showed that there is no clear understanding of the essence of extremism among the respondents, which is facilitated by the vagueness of normative legal acts. In the imperative, the authors point out the need for further study of new extremist threats, extremist tactics and the development of adequate counteraction mechanisms.
