Abstract. The article deals with the phenomenon of distance education, which is dynamically developing in many countries of the world. An attempt is made to consider this phenomenon from the standpoint of a systematic approach as a resource and mechanism for socio-cultural modernization of Russian society, which should result in the transformation of the existing socio-cultural structure. The analysis took into account the specifics of distance education in comparison with traditional (personal orientation, the possibility of individualization, greater independence and responsibility of students).
The author shows that the formation of distance education determinate by the evolution of the social system as a whole, affecting communication, labor practices, value system, its transformation into a channel of social mobility for the masses. The social significance of education has been transformed: it not only translates the accumulated cultural experience, but also creates new values and practices. The logic of internal development of the institute of education has also changed – it is being internationalized, and there is a demand for continuing education.
As a factor of socio-cultural modernization, distance education is important for the formation of the human capital of the community, since it expands the opportunities for access to knowledge. It contributes to the spread of a number of social practices in Russian society (responsibility for their own actions, independence in making significant decisions, etc.). This is very relevant, since it removes the modernization burden from the state. However, remote education reduces the ability of organized socialization and re-socialization. Therefore, its development determines the need for other institutions to perform these functions.
