Abstract. The article is devoted to the analysis of foreign practices of educational migration management and the possibilities of its application in the regions of the Russian Federation. The author examines in detail the educational and intellectual migration from the standpoint of the mechanisms used and the assessment of its consequences, both for recipient countries focused on attracting youth and donor countries focused on youth retention. Particular attention is paid to the uneven development of countries, which predetermines the specifics of the emergence of territorial problems and mechanisms of solution, as well as the key attractive aspects of education. On the basis of a comparative and comparative analysis, the relationship of the educational migration of youth with various social, economic, political factors affecting the intensity of the social phenomenon was established. The main conclusions of the study are that the growing polarization of states, the differentiation of regions according to the level of socio-economic development, the heterogeneity of educational opportunities increasingly determine youth migration movements, requiring a special approach to understanding the interests of all actors in this interaction and building a regional model of educational management youth migration, taking into account constructive mechanisms.
