Abstract. On the basis of a comprehensive study of theoretical and statistical material, the article presents a study of the characteristics of the youth labor market in the Russian Federation, presents a comprehensive analysis of unemployment rates, identifies problems in the field of youth employment and determines the directions of development of the youth labor market at the present stage. The author identifies the following causes of youth unemployment in Russia: the growth of the total number of unemployed; bankruptcy of a fairly large part of public and private enterprises; the activities of industrial enterprises are mainly aimed at self-preservation and survival; lack of young people with sufficient experience; underdeveloped career guidance work with young people in high school; increasing the share of persons in the structure of the labor supply who do not have a profession (foreign citizens) and reducing the prestige of working professions; the presence of a weak interest of employers in improving the skills and retraining of working professionals. It is proposed to focus on the prevention of mass chronic unemployment and mitigation of its social consequences as the main practical goal of employment policy in the context of the decline of production processes in recent years. The transition of the Russian economy from a state of depression to a path of development in order to accumulate resources and restore growth requires a policy to reduce unemployment.
