Abstract. The relevance of the research is due to the key importance of legal institutions in the regulation of public relations, which is a fundamental factor in the development of the rule of law, civil society, and raising the level of legal awareness of individuals. The article examines the essence of law, its main functions and their significance in the process of streamlining the social life of society, identified approaches to the disclosure of the concept of law, analyzed interaction with state institutions and moral norms, special attention is paid to the educational function of law, in particular its impact on the spiritual and moral orientation of the population, also outlined the processes of law formation, which includes three stages, the determinants influencing the formation of the legal consciousness underlying it were considered., measures to enhance the educational function of law were identified, the innate capacity of society for legal reflection was considered, the perception of law through its external manifestations and normative institutions expressing regular and necessary actions was analyzed, conclusions were drawn that the origins of law are rooted in the fundamental nature of human relationships, social structure and state power, the purpose of law as The task of the Regulator of public relations is to develop optimal regulatory models, reducing competition between the norms of national and international legal systems, for a more effective implementation of the goals and objectives of the principle of legality in a state governed by the rule of law, a sufficient level of citizens’ legal awareness is needed, which will serve as an aid for public authorities among the population to implement the necessary measures to regulate and protect significant public relations from criminal encroachments.
