Abstract. The article examines the problems of implementing the procedure for selecting personnel for the municipal service in modern Russia. The gaps in the legislation in this sphere are analyzed, the consequences of the formalization of this procedure are formulated. Based on this, we propose ways to improve selection based on a competition conducted in an independent mode and taking into account the competence approach.
