Abstract. Conservation consists of: (1) Increasing the population. Despite the huge migration growth of the population from the CIS countries (only in 2022 we issued 430 thousand Russian passports to citizens of Tajikistan), every year the population is declining. In 2023, 888,7 thousand people died, in the first half of 2024, 921,1 thousand people died. (2) Human potential (capital). The minimum wage is an important evidence of the well-being of the population — today it allows you to purchase only 67,7 % of the goods and services necessary to preserve the health and ensure the life of citizens. (3) Quality of life. In 2023, according to medical examination, only 22 % of Russians were recognized as healthy. Alcoholism is one of the reasons. Most of the alcohol drunk in Russia is drinking, while 90 % of the Russian beer market is a chemical concentrate. For the period from 2014 to 2023, 116 109 cases with fatal outcome from alcohol-containing products were registered in Russia.
To save population — and therefore the state of Russia — it is necessary, first of all, to solve the problem of income inequality, with an increase in taxation of the super-rich and abortion. It can be confidently argued that the shift of the core of the economy from industry to health care, education and science will play in the 21st century exactly the same role that the shift of the agricultural sector to the industrial sector played in the 19th century.
