Civic and political network communities: structural and value-based target-oriented aspects

Abstract. The article is devoted to the analyses of structural and value-based target-oriented parameters of social and communicative practices of the participants of civic and political network communities. The author shows that the modern conditions of social and technological infrastructure which reveals itself in the characteristics and degree of the development of social communication services and their applications significantly influence the sphere of civic society and political activity. Important elements of such infrastructure are social networks and in particular the network communities connected with them that have a significant influence on the practices of civic participation and political communication. In the article a typology of civic and political network communities is offered among which the author distinguishes apolitical, official and protest ones depending on their attitude to the governmental discourse. The results of author’s sociological research carried out with the help of online pall method are introduced, in which the participants of the previously mentioned types of civic and political communities were questioned. Basing on the comparative analyses of value-based, target-oriented aspects of communication, the format of the activity and the dominant type of connection in every type of network community the author comes to the conclusion that civic and political network communities contain a significant potential for consolidation and union of citizens, promote the expression of their civic or political position but comparatively rarely form integral political subjectivity. It was found that in reality network communities of civil and political kind are more often used as a tool to form and support civic and political identity as well as a platform for spreading and consuming media content, while the connection of the network participants is reduced to their media co-existence in atomized community. It is shown that only apolitical communities, which more than the other communities focus on the development of connections between the participants and organizing team activities offline, are an exception. In the end the perspective directions of further research are given.
