Abstract. For a successful public political speech, a politician must have a certain amount of knowledge for the competent construction of public speech. On the one hand, we are talking about the correct use of language units of different levels, on the other hand, we mean the correct construction of political texts. The speaker builds his speech taking into account the communicative context, the audience to which he speaks, taking into account the goal set by him at the beginning of his speech. As a result, evaluative statements occupy a special place in the structure of public political speech. This study suggests the allocation of evaluative statements in the structure of speeches of an outstanding German politician, Helmut Schmidt, distinguished by his oratorical abilities, sense of humor and quick reaction. Helmut Schmidt is the fifth Chancellor of Germany, second in popularity only to the first post–war Chancellor Konrad Adenauer. The evaluative statements highlighted in the analyzed speeches of this political figure most often relate to objects expressing a feature of the subject, actions, realities of reality. In linguistic terms, the evaluative meaning can be expressed by morphological, lexical and syntactic linguistic units, for example: prefixes, affixes, suffixes, adjectives, nouns, verbs, lexico-grammatical repetition, constructions of expressive syntax, metaphor, paranthetic insertion, antithesis, expressive-stylistic arrangement. The analysis of public political speech does not pretend to be a complete description of the linguistic units of different levels used to express the evaluative in the structure of public speech. Nevertheless, it allows you to get an idea of the linguistic individuality of political speeches, Helmut Schmidt’s oratorical skills, his national characteristics.
