Abstract. Activating social assistance that stimulates the family’s entry into the labor market and is a mechanism for the destruction of dependency determine the relevance of the study. The article analyzes the social contract as a tool for overcoming socio-economic contradictions between the family and the state and a vivid example of activating social assistance to the family. The social contract promotes the growth of the well-being of the family, provided that it strives for self-help, the preservation of resource potential, the development of skills and abilities among family members, the acquisition of knowledge enriching the internal family resource and the inclusion of the family in new social activities, through the independent acquisition of additional and legitimate sources of income. The purpose of the scientific work is to study the trends in the demand for a social contract as a form of activating assistance to the family in Russia, highlighting the prospects of social and contractual relations and the possibilities of overcoming socio-economic contradictions between the family and the state. The authors, using a questionnaire survey of specialists of the Integrated Social Service Center in the city of Saransk and families in need, revealed that the significant principles of activating social assistance are focused on establishing, activating and developing the motivational, physical, educational, labor potential of the family, among them the principles of: social treasury, self-reliance, maximizing social resources. In the scientific work based on the results of the analysis of empirical data in the State Budgetary Institution of the Republic of Moldova «Integrated Center for Social Services of the population in the city of Saransk» the evaluation of the effectiveness of the implementation of social contract relations with the family into social practice was carried out. Connections between the resource potential of the family and the social contract were found. The author’s characteristic of the demand for socio-contractual relations between the family and the state as a tool for overcoming socio-economic contradictions between these institutions is highlighted. The article considers the stages of development of social and contractual relations between the family and the state in modern Russia, determined by the growing need of the family to improve the quality of social assistance. As a result, the key problems and successes, conditions and barriers to improving social and contractual relations as a tool for overcoming socio-economic contradictions between the family and the state are analyzed. Prospects and recommendations for overcoming socio-economic contradictions between the family and the state through a social contract are highlighted.
