Prospects for the development of musical culture and General music education in Europe and Russia

Abstract. The article reveals one of the main problems of General music education, which has not only become universal, but also acquires features of both performing professionalization and music making for a wide range of the population. The author traces the development of General music education from the centuries old traditions of home music making to the development of the system of music education and its state regulation in Russia and in different European countries. In the context of the globalization of cultural processes, General music education provides cultural public leisure for all segments of the population, especially children and youth.

To reveal the process and dynamics of the development of musical culture and music education, we use evolutionary and historical methods, through which we were able to show all the changes in the quality and nature of General music education, as well as methods of analysis, synthesis and comparative analysis. The article analyzes the educational system created by the tsarist government in the form of the Imperial Russian music Society (Irmo), national programs of musical Education, and the process of developing a network of music schools and Amateur performances. Factual material related to historical events is determined: the creation of conservatories, music schools, Amateur performances in clubs, red corners on the Magnetostroy, various creative associations – choral and instrumental. The article uses historical material about the musical culture of the city of Magnitogorsk and the Chelyabinsk region.

The article reveals the forms of various musical and educational practices that form a creative personality. Considering one of the important components of the formation of the musical culture of the individual – the resource of music education, the author reveals the content of music education, aimed primarily at the development of creativity and an active life position. Music creates conditions for collective music making and collective collaboration. Music education gives the individual the necessary cultural level.

The collected historical and factual material allows us to assess the role and significance of music education, as well as the state’s participation in cultural policy. This generalization makes it possible to apply overview information about the work of music schools and their history to the work of individual teachers, teams of departmental managers engaged in General and special education.
