Sociocultural rehabilitation of disabled persons: from policy integration to inclusion

Abstract. In this article the author analyzes actual meanings and means of sociocultural rehabilitation as a modern social interaction optimization mechanism of vulnerable categories of the population, improving their quality life in General, and leisure activities, in particular through the use of available resources in the sphere of culture and art; the author emphasizes the continuity of sociocultural rehabilitation and socio-cultural activities, identifies its vision of sociocultural rehabilitation and varying degrees of their correlation with the trend, which has been replaced by the inclusion of idea integration persons with disabilities in society. Participation of persons with disabilities in volunteer activities, the author considers as the most effective means of socio-cultural rehabilitation to achieve results.

The author believes that inclusive strategy is in line with the general trend of multiculturalism and to overcome xenophobia. Modern cultural policy should take into account cultural diversity and the cultural landscape of large Russian cities have already transformed in this direction, but it is essential that persons with disabilities are not just attended (integration) in this landscape, and making full use of the resources of culture.
