Abstract. The article contains the results of a study of the situation of people with limited mobility and determining the role of social specialists during a pandemic in the city. The changes that have taken place in the system of social services, the features of the work of socially oriented non-profit organizations, the transformation processes of the entire sphere, on the one hand, hindering the effectiveness of social services, and on the other hand, initiating innovative development, are presented. Particular attention is paid to various forms of support for clients and specialists, which was in demand due to the urgency of the new epidemiological reality. The article is based on the analysis of qualitative data based on the results of interviews with social service workers (social workers and managers) collected in three Russian cities: Kazan, Saratov and Tomsk in 2021. Through the prism of pandemic difficulties that accompany the usual work of specialists on the ground, the practice is shown, shaped by the search for new solutions to overcome difficulties. The authors show how the pandemic context contributed to the formation of a new view of social specialists on the understanding of the most important task and the importance of their work, as well as the formation of new value ideas that changed the practice of social work. Particular attention is paid to the description of the established forms and groups for the implementation of public care for the most vulnerable categories of citizens, in particular the elderly, who are at particular risk. The problems faced by older people during the pandemic are identified. The main ones are restrictions on access to medical services and social support for COVID-19 due to the overload of the healthcare system. The desire, ability and ability of both managers and social workers to make independent decisions, be flexible and adapt to changing conditions have become particularly relevant for effective work in the context of pandemic restrictions.
