Abstract. Normative dissonance is generated by new qualities and the nature of the social structure of Russian society. The article develops a sociological toolkit for the study of normative dissonance as a result of the deformation of the normative-value system of Russian society. A system of its indicators in the social sphere is proposed, which allow concretizing the patterns of its manifestation. They can serve as the basis for its opposite – normative agreement. A preliminary analysis of the prerequisites and conditions for the emergence of normative dissonance in the social policy of the Russian state revealed the following characteristics of its manifestation: the dependence of the dispositions of social groups and individuals on the nature of the social structure of Russian society; mass rejection of liberal «rules of the game» and indifference to civil rights and freedoms; lack of relevant ideas and knowledge among ministers about the state and development of the social sectors assigned to them; inconsistency of standards in the social sphere of modern Russia with international norms and criteria.
