Abstract. The article is devoted to topical issues of terrorism and international security in the 21st century. The goals of terrorism for many centuries have been to provoke the authorities to apply illegal, unconstitutional and repressive measures and thereby deprive them of public support. Terrorists are both individuals and entire states, such as ISIS. However, at present, terrorists have begun to use other measures of intimidation using various media technologies. The media attract terrorist attacks not only because they are required to report on any major event, but also because the dramatic and spectacular aspect of terrorism captivates the general public. Today’s terrorists use this and act in such a way as to attract maximum attention around the world. The spread of terror, fear and a sense of chaos largely depends on the images and messages carried by the media about terrorist acts and threats. The omnipresence of the media at the global level often multiplies these effects disproportionately.
