Abstract. The new socio-political challenges faced by the state require a change in the nature of the formation of managerial personnel. The author of the article draws attention to the nature of socio-economic relations, which serve as the basis for a qualitative assessment of the existing system of formation of the administrative apparatus in state and municipal institutions. Special emphasis is placed on the lack of stable systemic foundations in the selection and placement of managerial personnel. Based on solid empirical material, previously conducted research on the identification of negative personality traits of managers, the author builds his own idea of how its formation should be carried out. For both general and particular issues of the socio-political existence of our country depend on how managerial personnel are formed. The modern interaction between the managerial and subordinate stratum of employees (the subordinate and in many ways even the disenfranchised position of the latter) allows individual authors to consider it as a traditional phenomenon for our state. The article shows that this kind of statement has a pronounced provocative character, which does not always have a real historical basis. In particular, the author attempts to compare the principles of the formation of the administrative apparatus in state bodies and in the penitentiary community. Having considered the points of view available in the literature on this subject, the author comes to the conclusion that both management systems are based on completely different (diametrically opposed) principles. The main criterion here is their effectiveness, where achieving the desired result should be guaranteed by a system of high-quality selection of managerial personnel. As a conclusion, the author makes the assumption that only a change in the nature of the selection and placement of managerial personnel can serve as a guarantee of stable and high-quality work of the administrative apparatus in the state.
