Abstract. In article it is accented that the present cultural and historical stage of development of Russia can be characterized as a stage of large-scale modernization of institutional bases of society. Declarations of productivity of a conducted course of modernization not always are correlated to an objective condition of sociocultural contexts in which concrete innovations of management are realized. Locates that in a current situation context one of the most destructive factors of the Russian modernization is corruption. Thus the corruptibility of the Russian society, his political and economic processes is realized by the political leaders of the state, up to the President of Russia, scientific community, public associations, ordinary citizens of the country regardless of the social and professional status. In work it is theoretically proved that corruption finds lines of the cultural and regulatory mechanism for social the practician. One of the fundamental sociocultural structures subject to corruption risks, the system of national education is. The conclusion is as a result formulated that the attention to problems of similar risks for the higher school is explained by the special status of the last, fundamental nature of her sociocultural functions on translation cultural and civilization sociocodes which destruction is capable to deform all institutional system of society significantly. It is connected, first of all, by that implementation of problems of modernization demands formation in higher education institutions of a certain type of the professional shots, capable to build work on the principles of democracy and legality, observance of priorities of value of the human person, her rights and legitimate interests regardless of the sphere of professional realization.
