The risks of university administration in the representation of staff

Abstract. The article is devoted to the substantiation and empirical testing of the hypothesis about differences in the understanding of the specifics of the university management system by employees of higher educational institutions, in the perception of the risks of administrative management, their consequences and measures aimed at minimizing them. The hypothesis is tested by conducting a sociological study using a survey of university employees belonging to various groups: administrative and managerial personnel and scientific and pedagogical workers. The study was conducted in three state universities located in the Belgorod region and revealed a clearly visible imbalance in the assessments of risks and their consequences by respondents belonging to different groups of university worker. It is proved that the differences in risk assessment are associated with dispositions in the structure of the educational space. So, the administrative and managerial staff, whose practices are as formalized as possible, more often see the risks in increasing and complicating the university workflow, and teachers and researchers focused on the content side of the education process, in reducing its quality. The most significant negative consequences of risks among respondents of both groups most often include: a decrease in interest in the work of teachers, a loss of trust in the leadership of a university, a decrease in creative activity, an unjustified formalization of internal processes, an imitation of the university administration, a decrease in the quality of education, and a loss in the content of education. As a result, the research carried out indicates the expressed concern of the university staff with the risks, their negative consequences, and the need for further research, which would not only minimize the consequences of the already existing risks in the future, but also prevent the onset of new ones through their systematic monitoring and timely prevention.
