Abstract. The purpose of this study is to identify important models of public-private partnership in the field of culture. Therefore, the aim of the research is to discuss the mechanisms of cultural activity management through a comparative analysis of public-private partnership models in Europe and Russian practice. The originality of this study lies in the identification of contradictions, dilemmas and models of responsibility distribution between the public and private sectors in the development and implementation of cultural policy. The research focuses on the development of public-private cooperation over the past five decades and analyzes the process of forming multilateral partnerships in the cultural and creative fields. The results of the analysis are interpreted in the light of the discussion about the need to create integrated cultural systems (integrated service complexes/centers) at the local level, bringing together cultural organizations, government agencies, citizens and communities. These territorial cultural integration systems can unlock the potential of the cultural and creative sectors and encourage new ways to promote the territory’s identity, revealing the new role of cultural, creative and creative organizations. The practical result of this research could be the creation of platforms for cooperation between the public, private and civil sectors, such as an Open cultural forum for creativity and art. The first task of a public-civil partnership in the field of culture can be to raise awareness of system data and educational needs that exist throughout the cultural sector. Thus, it is necessary to introduce a new type of partnership model as key players in the field of culture, leading to its development-an integrated service complex of the cultural industry.
