Abstract. The article deals with the problem of the effectiveness of civic activity in the context of changing forms of interaction between government and society, the formation of a new citizenship and the digitalization of public relations. Based on the generalization of the theoretical aspects of the sociological approach to assessing the effectiveness of social participation, the main contexts for a meaningful consideration of the concept of «efficiency» in relation to civic activity are identified: as the degree of involvement of citizens, as the level of mobilization potential, etc. The article shows that digital participation changes the mechanisms for involving citizens, expands the boundaries and freedoms of civic participation. The task of evaluating the effectiveness of the participatory model was implemented in a pilot survey of young people (18–25 years old, students and working youth) of the city of Yekaterinburg in June 2022. In-depth interviews (n = 14) were the method of collecting information. The factors limiting the effectiveness of the civic activity of the younger generation (low motivation of young people, inefficiency of single and non-systemic actions, local limited effectiveness, etc.) have been identified. The effectiveness of digital participation is assessed as less pronounced compared to offline models, however, the possibility of saving resources (time, money, transport, and others), as well as a significant expansion of the potential territorial boundaries of participation, are assessed as growth factors in the attractiveness of digital activism. It has been established that there is a hybridization of activism through a combination of online and offline forms of participation in order to achieve efficiency through the use of the advantages of both forms of civic activity. The study recorded an opinion about the insufficiency of network power at the level of individual rows of social networks to form pressure on other participants.
