Ethical code in improving the corporate culture of state organization

Abstract. The urgency of the work is connected with the problem of forming a positive reputation of state authorities, which need to strengthen the confidence of target societies. Ethical Code is one of the effective instrument to do it, which not only contributes to the development of the corporate culture of the organization, but also the orientation of everyday behavior of civil servants in accordance with moral norms. The article defines the notion of «ethical code», «corporate culture», as well as its typology, methods of formation, purposes and reasons for creating an ethical code, in the development of which a commercial or state organization independently determines the structure, content, appearance, style of presentation and scope document. There is no universally recognized scheme for creating an ethical code among specialists. Examples are the ethical codes of OJSC Rostelecom and PJSC Sberbank, on the basis of which a comparative analysis was carried out. The data of survey which was held in organization, the results of features research in corporate culture of the regional state institution, which also has signs of a traditional Russian corporate culture, are also presented. The conclusion is that the ethical code needs to be more actively implemented in Russian government institutions.
