An individual in the information space: information security, information rights in the realities of the digital age

Abstract. The article deals with the problem of the realization of the individual’s right to reliable information in the conditions of the information society of the digitalization era. Among its distinctive features are not only technological transformation, the presence of society, the individual, the state in the digital dimension, but also the degradation of reliability, objective accuracy. Information relations have acquired a universal, global character, which actualizes the problem of making the principle of reliability of information universal. To confirm this position, the author consistently examines it in various aspects: (1) in the context of the philosophy of postmodernism and consumer society; (2) from the point of view of ensuring the independence, independence, security of the individual, society, state; (3) in order to implement the principles of freedom, autonomy of will, confidentiality, social trust; (4) due to the use of information as a mechanism of influence on public and individual consciousness; (5) through the prism of the totality of the individual’s information rights and the right to access the Internet; (6) from the point of view of the existence of a legal framework for implementation, institutional guarantees, conceptual, doctrinal foundations; (7) based on the views of specialists in the field of information security. Identifying the most important approaches to solving the problem, the author considers it fruitful to consider the individual’s right to reliable information in the context of security in general and information security in particular. This is dictated not only by the demand for socio-cultural and legal mechanisms to counter various forms of information influence. As a legal category, information security implies ensuring the integrity, confidentiality, accessibility, reliability and authenticity of information. In addition, in the context of security, the problems of personal information security, protection from social engineering technologies, and the use of cognitive distortion mechanisms to promote information products are also being solved. According to the author, the legal mechanism of «information security» has the greatest value potential. The author notes the breadth of possibilities of this mechanism — from a ban on the dissemination of information of a certain content to the introduction of the concept of a favorable information environment as part of the category of a favorable environment. The author considers the development of the right to deletion to be another promising direction, which presupposes the right of an individual to demand the removal of unreliable information and the corresponding obligation to operate with reliable information.
