Abstract.<\/strong> This study explores poverty as a systemic phenomenon that requires a comprehensive approach to understanding its essence. The relevance of this research is driven by the need to comprehend the sociocultural nature of poverty, as well as to analyze the dynamics of public attitudes towards the impoverished population. The aim of the study is to substantiate priority directions for social policy, taking into account the regional and socio-mental context. The objectives are to identify the sociocultural characteristics of poverty in contemporary Russia and to analyze the transformation of public attitudes towards the low-income population. Methodology. The study draws upon the concepts of social Darwinist and egalitarian approaches. The empirical base comprises data from sociological surveys conducted in the Jewish Autonomous Oblast (JAO) in 2014, 2018, and 2024 (N = 340), alongside statistical data from Rosstat. The research employs structural-functional, comparative, and factor analyses. Results. The study demonstrates that poverty acts as a driver of social anomie and stigmatization, indicating a decline in the communal solidarity historically inherent in the Russian mentality. It is established that the impoverished, as a distinct social group, are increasingly being marginalized and pushed to the periphery of public consciousness. Furthermore, it is substantiated that assistance to the poor is fading from the mainstream public agenda, becoming a source of social tension. The rift in the social sphere is accompanied by an ideological schism, posing a tangible threat to the integrity of national identity. Conclusion. Overcoming poverty requires moving beyond purely economic measures. Effective social policy must be grounded in the fundamental foundations of Russian civilization, incorporate cultural and historical archetypes of mutual assistance, and be directed towards overcoming social alienation, consolidating society, and revitalizing mechanisms of solidarity across diverse social groups.<\/p>\n
