Abstract. State policy in the field of youth work traditionally belongs to the most priority areas. This fully applies not only to the state policy of the Russian Federation, but also to other states. In the context of a rapidly changing socio-political reality, the works of political scientists who stood at the origins of Russian science, determining the priorities of youth policy, are of particular interest and relevance. One of these specialists is Doctor of Political Sciences, Professor Alexander Grigoryevich Masalov, whose seventieth anniversary is widely celebrated in the scientific community. The Hero of the Day has been conducting research in this scientific field for more than forty years. It was his theoretical and methodological views that were put into the substantive part of the presented article. The importance of understanding (forming) the political and legal mechanism for the formation of youth policy in the Russian Federation is due to the rapidly changing socio-political situation both in our country and abroad. All this urgently requires domestic socio-political science to focus on the most important issues for this area. According to the authors, the most significant sign of the progressive activity of the state in this direction is the change in regulatory regulation. This is due to the fact that law has always been the main regulator of certain public relations, which were considered by the state as a priority. The article analyzes the state regulatory framework governing youth policy in the Russian Federation. The process of forming mechanisms of political and legal support for the implementation of youth policy at the level of local governments is shown in some detail.<\/p>\n
