However, in a market economy, the solution of housing issues cannot be limited mainly to mortgages, which are not available to many families who are forced to save for an apartment, variable and new algorithms for solving the housing problem are needed. Using a questionnaire survey, the authors analyze measures of state assistance to young families and families with children in solving the housing issue on the example of families receiving services at the State Budgetary Institution of the Republic of Moldova \u00abIntegrated Center for Social Services of the Population in the city of Saransk\u00bb. According to the results of the study, the main mechanisms for providing housing to families in need have been identified, and if the first, the provision of housing mortgages at a reduced rate, develops and varies, then the second, social housing rental is used very rarely in social practice. The article substantiates that the provision of a housing mortgage at a reduced rate benefits families selectively and provides significant support mainly to families with a stable income. Nevertheless, there are many more low-income families who cannot pay monthly contributions, or pay them with significant damage to the well-being of the family. According to the results of the study, the priority of the state family and demographic policy is allocated to solving housing issues through stimulating childbearing and encouraging not just fertility, but large families. However, the birth of a child should not be the purpose of obtaining an apartment or a means of enrichment, housing social benefits and benefits should be an aid for the quality of families, not for their number.<\/p>\n<p style=\"text-align: justify;\"><strong>Keywords:<\/strong> housing; family; government; assistance; social services; low income<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Bistyaikina Dinara Asymovna National Research Mordovian State University named after N.P.
