Abstract. This article discusses the degree of moral and ethical assessment of law enforcement and judicial authorities of the does not committed criminal act in the American feature film directed by Stephen Spielberg under the title “Minority Opinion”. The author presents an innovative approach to assessing the preventive actions and activities of law enforcement and judicial bodies of the future presented in the film. Moreover, an analysis of the activities carried out within the framework of this article will allow us to give certain recommendations on the work of the above-mentioned bodies in the modern world in general. Therefore, the relevance and practical application of this work can be noted. This article contains a critical understanding of the available sources of literature, as well as an analysis of the film “Minority Opinion”, with the identification of the necessary data. As part of the writing of the article, authors conducted a survey and ranking according to the importance of the author’s proposals for government bodies. The author presents the results obtained from the questionnaire, expressing the trends and opportunities for further development of the work of law enforcement agencies. The above results can subsequently be used to improve the system of crime prevention and the organization of the judicial system of power in modern Russian society.

The article was prepared as part of a planned study of the discipline «Ethics of State and Municipal Service» and the scientific school «Public Policy and Management», which operates on an ongoing basis in Federal State Budget Military Educational Institution of Higher Education “The Civil Defense Academy of the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters”.
